WATCHBILL from Blue Jacket

The Watchbill Operating Record

As of 3 September 2026.

Watchbill is built under the discipline it exists to provide. Every change to it is ordered in writing before it starts, executed against that written scope, and closed with a dated record — including the parts that did not work. That record is not a marketing artifact. It is the working paper trail the system produces as it runs.

This page is an aggregate summary of it.

What these numbers are

Every figure above is a count of dated files in an append‑only record, measured directly on disk on 3 September 2026. They are counts, not estimates, and not a reading off a dashboard.

A work order is a written scope issued before any work begins.

A close record is the dated account written when that work stops — what shipped, what was refused, and what remains owed.

A standing decision is a rule adopted once and applied from then on.

A workstream is a separate line of work keeping its own numbered series of records. Two more have been opened but hold no records yet, so they are not counted here.

What this page does not claim

The limits are part of the record:

These are counts of records, not audited outcomes. They show work was ordered, performed, and written down. No outside party has verified them.

We do not publish a "checks passed" figure. Our internal checks are described in prose inside each close record, not in a countable field. Any total we printed would be a re-reading of prose rather than a measurement — so we do not print one.

We do not publish a "problems prevented" figure, for the same reason. Refusals are recorded in the individual close records, where the context that makes them meaningful survives.

The record is self‑maintained by the operator of the system.

Unattended operation is possible, not staffed. The condition permitting work to continue outside a supervised session was met on 1 September 2026. The capability exists; no watch currently stands unattended.

Recent entries

A sample of the record, newest first. This is a static excerpt, not a live feed.

1 September 2026 — A new governed workstream was commissioned and its record seeded. An independent review of a delivered change returned accept, with two findings — both written down before the change went live.

1 September 2026 — A publication gate was installed so that shipping is blocked unless the safety checks pass. It was then deliberately driven to refuse three different ways before it was accepted as working.

1 September 2026 — A scheduling instrument was ratified line by line. Two risk acceptances were signed on the record rather than passed over quietly.

1 September 2026 — A delivered change was reviewed and accepted. A defect in the reviewer's own record was corrected in the same session rather than left standing.

1 September 2026 — Work was migrated off a cloud project it had landed in by mistake. Both copies were archived before anything was deleted.
